On September 9, 2025, a former U.S. Air Force geospatial intelligence specialist sat before the House Oversight Committee's Task Force on the Declassification of Federal Secrets and described, under oath, what he witnessed at Langley Air Force Base in Virginia in 2012. His name is Dylan Borland. He was a 1N1 imagery analyst — trained to identify and classify aerial objects from video, radar, and electro-optical data. He knew exactly what he was looking at. The Craft
Borland's account is precise. It was approximately 1:30am. He was outside the barracks near the flight line when he saw a white light appear and stop dead in mid-air, about 100 feet up. He thought weather balloon — he had seen tests before. He walked toward it. The light moved toward him. As it did, a triangle manifested around the light.
The craft stopped roughly 100 feet in front of him and 100 feet above. Equilateral triangle. One to two stories thick. 90-degree edges. Four lights: one on each corner, a larger central light two to three times the size of the corner lights. His phone grew hot and died. He stood under it for two to three minutes.
The surface was what set it apart. Black metallic flake, like space-age paint. But covering it — a flowing gold and orange plasma, dynamic and fluid, moving over and around the craft like liquid fire. He compared the visual to a James Webb Space Telescope image: vivid color against deep black. Not a reflection. Not a projection. Something actively present on and around the surface of the object.
The Detail: Gold Plasma Skin
The central light flashed two to three times. Then: silence broken only by physics. The craft shot vertically to commercial jet altitude — minimum — in what appeared to be an instant. No sound during the acceleration. Immediately after it cleared altitude, Borland felt static electricity across his entire body and smelled the sharp, distinctive ozone smell of a nearby lightning strike. The craft then drifted due east at high altitude, growing indistinguishable from a star, and disappeared over the Atlantic Ocean.
The entire encounter, from the moment the light appeared near the hangar to the craft's departure over the ocean, lasted approximately 15 minutes.
Langley Air Force Base — The Location
Langley AFB in Hampton, Virginia is one of the most secure and closely monitored military installations in the United States. It is home to Air Combat Command and houses some of the most advanced fighter aircraft in the world. A craft of this size, hovering silently over the flight line for fifteen minutes, would have been visible to base security, tower personnel, and any other airmen outside that night. Borland reported the sighting through proper channels. That report, he testified, is what ended his career.
The Departure Over the Atlantic
He filed reports with AARO and the Intelligence Community Inspector General. He expected protection. Instead, he says, he was subjected to what he described as sustained reprisals: clearance delays and denials, blocking from prior employment, and a counterintelligence polygraph in November 2024 — years after his ICIG complaint — during which examiners asked him to disclose the specific contents of what he had reported. He refused.
At the hearing, chaired by Rep. Anna Paulina Luna, Borland was one of five witnesses. He testified that in 2023, patriots provided the committee and the executive branch with "undeniable proof of the UAP reality." He said this while unemployed, under oath, on the public record.
The Unanswered Questions
What technology produces a flowing, luminous plasma skin on the surface of a silent aircraft? Why was a trained imagery analyst — a person whose entire career was built on identifying and classifying exactly this kind of aerial object — systematically removed from the intelligence community after filing a standard incident report?
