In the early 1950s, the CIA did not just test mind-control drugs in sterile labs. They moved the operation into ordinary apartments on city streets -- and watched what happened. The program was called MIDNIGHT CLIMAX, a sub-project of MKUltra. It ran in San Francisco and New York City, funded by the federal government, overseen by a CIA narcotics officer who called it a "funny kind of work." Files were destroyed in 1973. What survived tells a different story.

The Evidence

CIA operatives rented apartments in San Francisco's Telegraph Hill and New York City beginning in 1955, rigging them with two-way mirrors and hidden microphones. Men were lured inside under false pretenses and secretly dosed with LSD without consent. George Hunter White, the Federal Bureau of Narcotics officer who ran the operation for the CIA, kept operational logs later declassified under FOIA. His own words about the program: "I toiled wholeheartedly in the vineyards because it was fun, fun, fun."

Frank Olson, a CIA biochemist dosed without consent in 1953, fell to his death from a New York hotel window nine days after his exposure. His family disputes the suicide ruling to this day. The 1977 Senate Church Committee confirmed MIDNIGHT CLIMAX operations but most records had already been destroyed on CIA Director Richard Helms' orders four years earlier. Budget documents that survived use the agency's own language: "testing of substances on unwitting human subjects."

What It Means

The file destruction was not an accident -- it was policy. MIDNIGHT CLIMAX is only one confirmed sub-project out of at least 150 operating under MKUltra. The pattern across American history is consistent: radiation testing on prisoners, the Tuskegee syphilis study, LSD on civilians in their own apartments. If MIDNIGHT CLIMAX operated for years before exposure, the question is not whether similar programs exist today. The question is when they will be declassified -- and how many subjects will never know.
